It can be either. Scooters and small commuters often run the same size front and rear, or a slightly wider rear. Check the sizes printed in your owner's manual or on the current tyres before ordering.

Replace at around 2mm, when the rear squares off, after any puncture near the sidewall, or once the tyre is about five years old (check the four-digit DOT date on the sidewall) even if the tread looks fine.
